Criminal gangs and militias have abducted politicians, journalists, and civilians for financial gain. Libya’s criminal justice system is dysfunctional, and lacks accountability. Despite having obtained jurisdiction over Libya through the UN Security Council, the International Criminal Court (ICC), has failed to carry out any new investigation into ongoing crimes 9 .
